Comments:
1. This request for commercial proposal is directed in accordance with the Tender Rules of the Organizer as part of the commercial request for proposals, which (as well as the procedure itself) is not an offer, auction or tender and is not regulated by Articles 447-449 of the Civil Code, and is not a public tender and is not regulated by Articles 1057-1065 of the Civil Code of the Russian Federation.
2. A commercial proposal must fully comply with the requirements / criteria set forth in the Terms of Reference.
3. Without providing all the documents indicated in the Request (or if they are unacceptable), the organization will not be allowed to tender.
4. The algorithm of actions in case of reasonable doubts about the fairness of the tender:
