This RFP procedure is not a tender, and its implementation is not subject to Articles 447-449, Part 1, of the Civil Code of the Russian Federation. This procedure is also not a public competition and is not regulated by Articles 1057-1065 of the second Russian Central Committee. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not regulated by the provisions of the Federal Act of July 18, 2011 No. 223-FhF "On the procurement of goods, works, services of certain types of legal entities," as well as the provisions of the Federal Act of April 5, 2013. as of April 5, 2013.
