This procedure of request for proposals is not a contest and its conduct is not regulated by articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFQ procedure is not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation. Thus, this procedure of request for proposals does not impose on the customer the corresponding volume of civil obligations.

The customer is also entitled to refuse the request for proposals at any stage, without incurring any liability to the participants.
