Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:
The Customer pays for the goods within 30 calendar days from the date of delivery of the goods to the Customer's warehouse in accordance with the amount of the shipped batch and receipt of an invoice from the Supplier.
Comments: Quotations can be improved before the request for proposals is completed. The quotation must include the cost of all related work, services, equipment and materials necessary for the execution of the contract, delivery of goods to the Customer's warehouse, loading / unloading, packaging, labeling, preparation of the necessary documentation, certification, security and insurance of cargo, as well as all expenses for the payment of all taxes, duties, fees, other mandatory payments and other costs necessary for the execution of the contract.
Please note that this tender procedure is not a notice of a tender (public tender, auction) or a public offer and is not governed by Art. 447-449, part 1 of the Civil Code of the Russian Federation, Art. 1057-1061, part 2 of the Civil Code of the Russian Federation.
Thus, the specified procedure does not impose on the Organizer an appropriate volume of civil legal obligations and reserves the right to refuse all received offers for any reason or to terminate the selection procedure at any time, without incurring any liability to the Participants.
The customer has the right (but is not obliged), based on the results of the RFP, to conclude an agreement with the participant who offered the lowest cost within a period not exceeding 30 (thirty) calendar days from the date of the decision to conclude the agreement.
