The customer chooses the winner in 2 stages. At the first stage, the Applications of the participants are considered for compliance with the terms of reference and verification of the security system, Applications that meet the specified criteria are allowed to the second stage - rebidding. (The rating received by the Participant at the first stage only indicates that the Participant has submitted the best application according to one criterion - PRICE)
At the end of the rebidding, the rating received by the Participants speaks only of the best offer according to the price criterion.
The winner is chosen by the Customer according to parameters such as delivery time, post payment percentage, number of days of post payment deferral, price, warranty period. The winner is the company that best meets the requested parameters and offers the best price. The results of the selection of the winner will be received by all participants by electronic notification.

The choice of the company for the supply is made on the basis of:: the minimum price among technically equivalent offers (in this case, payments are discounted in accordance with the terms of payment), as well as on the basis of the reliability assessment of the supplier by the Regime Service.
Desired payment terms: partial or 100% postpay.
Offer prices must include: all costs (insurance, payment of customs duties, taxes, including VAT and other mandatory payments) related to the execution of the contract.
Requirements for procurement participants: 1) Must have the necessary professional knowledge, financial resources, equipment and other material capabilities, experience and a positive reputation, have the necessary labor resources to fulfill the terms of the contract.
2) Must have licenses and other permits required for the supply of goods / performance of work / services.

Participant's rights: 1) Receive from the Customer comprehensive information on the conditions and procedure for conducting a request for proposal through the Clarifications section to the procedure at the B2B site.
2) Modify, supplement and withdraw your application before the announcement of the end of the application deadline.
The customer has the right: 1) The customer has the right to demand from the Participants the provision of documents, reference lists.
2) The Customer has the right to remove the Participant from participation in the event that the latter deliberately provides incomplete, inaccurate or false information about the company, its goods / works / services in accordance with the terms of the tender.
3) If it is necessary to change the conditions of the procedure (assessment procedure, technical requirements, etc.), the Customer makes adjustments to the documentation. These adjustments can be made at any stage of the procedure from the moment of the publication of the notice of the holding until the announcement of the results. In this case, the deadlines for accepting and considering applications are shifted.
4) The customer has the right to refuse to carry out the procedure at any time before the announcement of the results without any consequences for himself. The organizer of the auction recognizes the exclusive prerogative of choosing a counterparty and refusing to conclude an agreement with the winner at the discretion of the organizer.
Conclusion of an agreement on the basis of: 1. The contract is concluded in the form attached to the notification as part of the purchase documents.
2 If the winner has not submitted a draft agreement signed on his part, he is considered to have evaded the conclusion of the agreement. 3 The evasion of the winner from concluding an agreement with the Customer is the basis for the inclusion of this supplier in the Register of unscrupulous counterparties. The register is placed (published) on the official website of the company at: http://www.sibagrogroup.ru. 4 If the winner is recognized as having evaded the conclusion of the contract, the customer has the right to conclude an agreement with the participant, the application for whose participation has been assigned the second number. In this case, the contract is concluded on the terms of the application submitted by the participant.
5. The contract (specification for the contract) signed by the participant must be received from the winner of the auction within 7 working days or within the time period specified in the notification. It is allowed to sign (exchange) documents in electronic form (scans) with subsequent replacement with originals.
