Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Dear participants!

Mandatory conditions:
• The procedure and terms of payment - in accordance with the conditions specified in the description (name) of the lots.

• Provision of a Bank guarantee for the total amount of advance payments, if the agreement provides for an advance in the amount of 10 million rubles. The provision of a Bank guarantee is regulated by the Annex to the agreement "Conditions for an independent (bank) guarantee".

• The guarantee amount is 5% of the contract value, paid to the contractor after 1 year from the date of signing the act of acceptance of the completed works for warranty operation (provided that the contractor eliminates the comments of the Acceptance Commission, as well as other reasonable comments of the customer to the results of the Work for which the contractor is responsible during the Warranty period of the Facility).
This condition is included in the contract if the amount of the contract is equal to or exceeds 20,000,000 rubles.

• The warranty period for the work performed is 2 years

• Duration of work - 36 calendar days (including holidays)

• The estimated start date of the project is 14.08.2023

• The type of activity of the organization must correspond to the declared lot.

• The need for accreditation in JSC "Thunder" for construction and repair in large formats for consideration of the results of the tender and further work

• The level of responsibility of the SRO at the time of conclusion of the Contract must correspond to the cost of the work performed.

• Consent to the terms of the contract and the financing procedure.

The original Contract signed by the counterparty must be received by the Customer no later than 7 calendar days from the date of sending the specified document to the Contractor

• The presence of a license of the Ministry of Emergency Situations for the spacecraft involved in the production of works on PB systems, for the installation, maintenance and repair of fire safety equipment for buildings and structures

• Agreement with the prices for additional works according to Appendix No. 3

• The formation of the cost for additional work is carried out on the basis of the estimated calculation for the GESN (see Appendix No. 3), performed under the terms of the annex to the contract "Procedure for determining the estimated cost
of general construction and special works". It is agreed with the customer before the start of work and is formalized by an additional agreement. The main coefficients are indicated in the additional fields"

• The amount of workers' wages (cost per person/hour) in rubles (for additional work) see Appendix No. 3

• The amount of transportation costs as a % of the cost of materials (for additional works), see Appendix No. 3

• The amount of transportation costs as a % of the cost of equipment (for additional work), see Appendix No. 3

• The amount of procurement and storage costs in % for building materials, products and structures (for additional works) see Appendix No. 3

• The amount of procurement and storage costs as a % of the cost of equipment (for additional work), see Appendix No. 3

• The amount of procurement and storage costs in % for metal building structures and rolled metal (for additional works), see Appendix No. 3

• The coefficient of tightness from the PHOTO (for additional works), see Appendix No. 3

• The validity period of the CP is at least 1 month

• Installation of a temporary construction camp in the parking lot for storing materials and tools, if necessary

Removal and disposal of construction debris resulting from the production of construction and installation works. Daily post-construction cleaning of the premises before opening


Other requirements:


• Absence of problematic objects of JSC "Thunder" according to the main criteria: there is no judicial / pre-judicial work with the spacecraft, the absence of critical comments that have not been eliminated (indicated in the act of the final commission, etc. a similar document), etc.

• Affiliated (related) persons cannot participate in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from participation in the procurement procedure of all affiliated participants


• The counterparty does not have more than two facilities in operation at the same time to perform repair work and (or) SMR in the following areas: Opening of MS/ME (rental facilities), Redesign of MS/ME, Construction of RC/MS/ME. The objects for which the deadline for the completion of work has not expired on the date of the spacecraft's entry into the object are taken into account. The exception is the postponement of the opening on the initiative of the customer.

• According to the results of the competition, it is possible to appoint a backup counterparty.
Criteria for the transition from the main counterparty to the reserve counterparty: non-fulfillment of the terms of the contract by the main counterparty, refusal of the main counterparty to sign the contract.
The transition to a backup counterparty is possible before the signing of the act of access / act of acceptance and transfer of the construction site.
The appointment of the Company as a reserve will be carried out only with the prior consent of the counterparty with the designation of a possible transition period (provision of a letter of guarantee from the CA).

• Submission of price offers only in RUBLES.

The bidder may repeatedly improve his price offer until the end of the submission of applications.

Affiliated (related) persons cannot take part in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from participation in the procurement procedure of all affiliated participants
