Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension

Payment shall be made with a deferred payment within 30 banking days after delivery of the products to the Buyer's warehouse or by delivery of a bill of exchange

Comments: This procedure of request for proposals is not a tender, it is not subject to Articles 447-449, Section 1, Civil Code of the Russian Federation; this procedure is not a public tender, it is not subject to Articles 1057-1061, Section 2, Civil Code of the Russian Federation; Thus, this procedure does not impose the corresponding amount of civil and legal obligations on the Organizer, and the Organizer reserves the right to refuse all the proposals received for any reason, or to terminate the selection procedure at any time, incurring no liability before the participants.
By submitting an offer (offer), the Supplier guarantees that it is a bona fide taxpayer. At the request of the Buyer, the Supplier is obliged to provide tax reports for the last reporting period, certified by the tax authority.
In the event that tax reporting is absent or does not allow a sufficient degree of certainty to verify the integrity of the Supplier, the Buyer has the right to request other documents confirming the ability of the Supplier to independently fulfill delivery obligations, including, but not limited to: an extract from organizational chart with copies of labor contracts of the specialists designated to perform the works attached, information on any of the following owned: office, warehouse, production facilities, equipment/tools/mechanisms, transport facilities.
In case none of the said documents are provided, the Customer has the right to reject the proposal (offer).
