Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

General requirements:
5.1 The participant undertakes to ensure the confidentiality of all information received as part of the Tender and not to make additional copies of the documents provided by the organizer.
5.2 The participant must have the necessary experience and resources to perform the requested work and provide the requested services. The participant has the right to submit in writing his proposals to supplement the list of works (services), with a corresponding reflection of the submitted proposals in the Budget.
5.3 It is necessary that at the time of filing an application for participation in the Purchase, the Participant should have experience in the operation, maintenance of engineering networks and equipment, non-residential real estate objects, comparable in size and volume with the objects proposed for management.
5.4 The participant must submit a certified set of documents confirming its legal status, stable financial condition and the right to carry out the full range of works and services under the Agreement.
5.5. The Participant must study all the documents submitted by the Organizer in accordance with this TOR, in order to present the full amount of information, evaluate and take into account in the Proposal all costs, expenses, obligations, risks and responsibilities necessary for concluding and executing the Agreement, if necessary, the Participant by agreement with the customer goes to the site for review.
5.6. The Participant must cover all the requirements of the Customer and provide in the Proposal all the works that are reasonably necessary for the purposes of the Agreement;
5.7 The participant must provide requirements for the premises necessary and sufficient for the performance of the requested work and the provision of the requested services, including premises for staff, storage and utility rooms;
5.8 The participant must be a member of the SRO Association of Cleaning and Facilitation Operators, and be a member of the Register of Conscientious Facilitation Operators
5.9 The participant must have experience in servicing shopping centers, warehouses and class A and B offices, parking lots for at least three years.

To draw up an agreement with new counterparties, it is necessary to request a package of constituent documents, which is listed below:

For organizations:

§ Copy of the current Charter and amendments to it;
§ Copy of Certificate of Appointment;
§ Copy of tax registration certificate (TIN);
§ A copy of the decision on the appointment of the head, as well as a copy of the decision on the extension of his powers;
§ Power of Attorney for the Representative;
§ Scans of passport data (1st page and registration) of the leaders, all participants (shareholders) of the counterparty, and also the representative by proxy (name, series and number of the passport, date and place of birth);
§ Copies of Certificates of admission to construction, design or survey works, as well as all appendices thereto (if they are necessary for the performance of work under the contract);
§ A copy of the financial statements for the last year and at the current date (form 1,2,5, balance sheet, profit and loss statement, VAT return tax return receipt);
§ Notification of STS (if applicable);
§ Legal Entry Creation Sheet persons (for organizations created since 2017)
