Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

3) This request for proposals (prices) is not an offer (public offer) of the organizer. The organizer may cancel the purchase at any time from the date of its announcement, including after the application deadline.
