Ranking of bids

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

This Request for Proposals is not an invitation to bid
or public competition within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation and/or Federal Law No. 44-FZ "On the Contract System in the Procurement of Goods, Works, Services for the Procurement of State and Municipal Needs", No. 223-FZ "On Procurement of Goods, Works and Services by Certain Types of Legal Entities.

The Buyer is a commercial entity not covered by Federal Act No. 44-FZ on the Contracting System in the Procurement of Goods, Works, Services for the Procurement of Public and Municipal Needs" and No. 223-FZ "On Procurement of Goods, Works and Services by Certain Types of Legal Entities".

All actions on requesting and receiving offers prior to the signing of the contract shall be considered pre-contract work and do not impose obligations on the buyer exceeding those listed obligations under the posted terms of potential purchase.
