Thus, this request for proposals procedure does not impose an appropriate amount of civil obligations on the customer. Procurement procedures are not regulated by the provisions of Federal Law No. 223-FZ of July 18, 2011 "On Procurement of Goods, Works, services by Certain Types of Legal Entities", as well as the provisions of Federal Law No. 44-FZ of April 5, 2013 "On the Contract System in the Field of procurement of Goods, Works, Services to Ensure Public and municipal needs". Applicants who have submitted an offer late and/or in violation of the procedures of the tender organizing company, and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure. When bidding via an electronic trading platform, offers by other means are not accepted.
