Requirements for railway rolling stock:
- The kind of rolling stock is gondola cars with hatches in the floor;
- Unloading from gondola cars will be carried out through hatches. Clamshell unloading is allowed;
- The supplier is obliged to coordinate the grab unloading with the railway administration and the owner of the wagons;
- It is necessary to indicate the above conditions in the contract with carriers (forwarders). This condition will be indicated in the contract (specification) with the supplier "
2. Provide a commercial proposal for the Moscow service management in two versions - delivery by rail, delivery by road (paragraph 10 of the tabular part of the application), broken down by the price of 1 ton of sand and the delivery price for 1 ton without VAT. The buyer has the right to choose any option or mixed.

One lot is the volume of needs of one Service Office. The supplier can submit an offer for any number of lots.

As part of a commercial proposal, you must submit a passport or quality certificate for the product.
Based on the technical requirements "Sand for locomotive sandboxes following the territory of the Commonwealth member states" (paragraph 12.4.2 of the protocol of the sixty-third meeting of the Council for Rail Transport of the Commonwealth member states approved by Order of the Minister for Transport dated December 01, 2015 No. 346), it is necessary provide information on the grain and mineralogical composition of sand at each point of shipment (quality certificate).
In the event that the supplier of the goods is the dealer of the manufacturer, a dealer agreement must be submitted as part of the commercial proposal.
In the event that the product is subject to certification or declaration in the system of SFMS, certified copies of the relevant certificates (declarations) must be submitted as part of the commercial proposal.
If the organization has a quality management system as part of a commercial proposal, it is necessary to submit the relevant documents.
SPECIAL CONDITIONS
The price of the supplied products in the proposal should be indicated in Russian rubles, excluding VAT.
The supplier is obliged to provide evidence of the availability of railway rolling stock on the ownership or other legal right.
Set the downtime of rolling stock during unloading of goods by the Buyer.
Mandatory indication in the commercial offer (as well as in the contract / specification): The Supplier is not entitled to stop / suspend the shipment of the Goods due to excess downtime of wagons with cargo and / or empty wagons at the destination station.
The offer must be valid for at least 45 calendar days after the completion of the procedure on the electronic trading platform. All the above conditions must be written and confirmed in the proposal (without this, it is not accepted and not considered).
IMPORTANT CONDITIONS
All incoming sand is accepted for safekeeping (with mandatory subsequent redemption) and accepted for sale (transfer of ownership) on the following conditions:
- In May - December 2020 - only in the amount of actual write-off to production (actual expense). Within a few months, starting in May 2020, the consumption of newly incoming sand may be zero, since sand will be subject to write-off, first of all, in the supply period of 2019;
- in January 2021, a single date will be issued for the entire remaining (not capitalized) amount of sand actually delivered during 2020.
REQUIRED CONDITION: Indication of the manufacturer of the goods as part of the application.
At the moment, there is a permit from Russian Railways for the use of raw sand for locomotives from the following manufacturers:
LLC "Tashlinsky GOK", LLC "Kichiginsky Sands", LLC "TD Sibateks" "(there is application experience; sand samples were tested in the laboratories of JSC" Russian Railways "").
If the Supplier submits a commercial offer from other manufacturers of raw sand, the Buyer will contact the regional management bodies of Russian Railways to test the samples of goods in the regional laboratories of Russian Railways and coordinate the manufacturer (career) with the regional units of the Traction Directorate JSC "Russian Railways". In this case, the Supplier, after submitting a commercial proposal, provides (independently, at its own expense) for testing samples of the goods to the territorial laboratory of Russian Railways, with the receipt of the Test Certificate and its transfer to STM-Service LLC. The parties recognize the test results even in the absence of accreditation of the laboratory of JSC "Russian Railways" for testing sand.
