Payment terms:
Preferred payment terms - payment with a deferred payment of 60 days upon delivery or payment with the company's own bills of exchange (a sample bill is given in Appendix No. 3, posted in the procurement documentation).
- upon presentation, but not earlier than 60 days - the rate of 4.25% per annum;
- upon presentation, but not earlier than 90 days - the rate of 4.75% per annum.
For a bill with a par value exceeding 5 million rubles. and the due date is no earlier than 90 days - the rate is 5.25% per annum.
Early accounting of promissory notes - discount at the rate of 7.25% per annum. The rate is valid as of June 19, 2020 and is subject to change due to market conditions.
In case of disagreement, the Participant must indicate the proposed payment terms.
Delivery terms:
The need for goods for purchase in 2021 is - 1 unit for a passenger car.
The following information should be reflected in your commercial proposal:
1. Name and main characteristics of the goods offered for delivery;
2. Estimated delivery time.
3. Terms of payment.
4. Guarantee period.
5. Validity of the offer.
6. The commercial part, namely the price in rubles excluding VAT (indicating the VAT rate), in the context of each of the positions. The price must include the cost of packaging, packaging, labeling, transportation costs to the Buyer's warehouse in Achinsk and other mandatory payments.
The provision of a passport (certificate) for each Product is a mandatory requirement.
I ask you to attach a completed application form to your commercial offer in the form given in Appendix No. 2 to this notice.
Comments: You have the right to provide other information and documents confirming your positive business reputation, experience and stable financial position.
Each Supplier, subject to compliance with the stated requirements, has the opportunity to take part in the selection during the entire selection period.
We draw your attention to the fact that the commercial offer provided by you as part of this Selection of Suppliers must be issued in the form of an offer in accordance with Articles 435 and 436 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation) with a deadline for acceptance within 25 days from the date receiving it. This offer cannot be withdrawn by you within the specified period established for its acceptance. There is no fee for the provision of an irrevocable offer.
This Invitation is not a public offer in accordance with the Civil Code of the Russian Federation.
This Selection is not a tender (including in the form of a tender, auction or other form) or a public tender governed by Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose obligations on RUSAL Achinsk JSC provided for by the above Articles of the Civil Code RF, as well as obligations to conclude a contract for the supply of the Goods with the person who sent the most advantageous offer.
The selection may be canceled at any time prior to the summing up.
In the event of a change in the terms of the Selection or its cancellation, the costs incurred by any person in connection with participation in the Selection, including those related to participation in the negotiations, will not be reimbursed.
Based on the selection results, your Commercial offer can be accepted both for the entire volume of the Goods, and for its part.
The final results of your participation in this Selection will be sent to you via email.
The selection of the most advantageous offer for JSC RUSAL Achinsk is carried out taking into account the following criteria:
- the presence of a minimum price in the application;
- payment is preferable within 60 calendar days from the date of delivery of the Goods to the Buyer's warehouse;
- the product must be accompanied by a quality certificate (passport);
- it is preferable to conclude a contract according to the standard form of JSC RUSAL Achinsk (the contract form can be provided to the selection participant upon request);
- positive experience of cooperation with companies included in UC RUSAL, as well as the interests of our organization.
In order to determine the most advantageous offer and ensure equal competitive conditions for all Selection participants, JSC RUSAL Achinsk has the right to carry out measures aimed at reducing the price specified in the offer, including (but not limited to) send a message to the Selection participants about the minimum the price of the Goods proposed by the supplier (without specifying the Selection participant who offered this price) and invite all Selection participants to correct and improve the conditions of previously made commercial offers, including by reducing the price of the Goods. A change in a commercial offer must be formalized in the form of a new commercial offer (offer) on the above conditions.
JSC RUSAL Achinsk has the right to refuse to participate in the Selection in the following cases:
- the commercial offer was received after the expiration of the specified period;
- the terms of the commercial offer do not comply with the terms of this notice;
- the commercial offer contains false information;
- the person who sent the commercial offer is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
- the Selection participant has negative experience of working with UC RUSAL enterprises;
- in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
JSC RUSAL Achinsk has the right not to motivate its decision to determine the winner of the selection.
If your commercial proposal is recognized as the most profitable, JSC RUSAL Achinsk has the right to conclude an agreement with your organization, including by way of acceptance, a sent commercial proposal (offer) within the time period established for its acceptance.
The information provided by you to participate in the Selection is not communicated to persons not related to the Selection, as well as to other participants in the Selection, with the exception of the message about the minimum price.
If your organization is recognized as the winner according to the results of this selection, in order to conclude a supply agreement, you need to go through the accreditation procedure. The list of documents required for the Supplier's accreditation is presented in the procurement documentation (Appendix No. 4). If your organization refuses to submit documents for the Accreditation procedure (in whole or in part), please send a written notification to our address.
