LLC "Resources of Albazino" invites you to take part in the competition for the performance of construction and installation works:
Lot No. 1-Earthworks, installation of a monolithic reinforced concrete foundation for lighting masts, assembly and installation of lighting masts PMS-21 (3 units).

Place of service provision:
Khabarovsk Territory, Polina Osipenko district, the site of the Albazinsky mining and processing plant (Coordinates of the uch. Albazino Latitude 52° 51 17.7, Longitude 137° 53 2.6)

Terms of work production:
Lot No. 1: Start of work: 25.09.2021-end of work: 04.11.2021;
The start of work is allowed by a letter of guarantee from the Customer until the conclusion of the contract.
Before starting the mobilization to the AGOC site and performing the SMR, it is necessary to undergo a quarantine, lasting 3 days. The date of passage is specified immediately before arrival.
Before arriving at the quarantine, it is mandatory to provide the conclusion of the medical commission for each employee.

The main requirements for the scope of work are reflected in the TOR (Annex 1 to the letter)

Minimum necessary requirements for the Contractor's machines and mechanisms (with an indication of the list and quantity for each type of equipment):
Lot #1:
1. Truck crane g/n of at least 10 tons (as well as according to the developed PPR) - 1 unit.;
2. Manual ramming - 2 units.;
3. Welding machine - 1 unit.;
4. Excavator, bucket volume 0.25 m3;
5. Concrete mixer, with a volume of at least 0.25 m3 - 1 unit.;
6. Cargo vehicles for the transportation of goods and materials from the place of storage to the place of work-1 unit.;
7. To provide the work with electricity, the Contractor must have a mobile electric generator available.
8. It is mandatory to have auxiliary equipment and hand tools for the production of works;
9. The contractor monitors the condition of its equipment and equipment, keeps it in good condition, pays for maintenance, maintains the number of consumables;
10. Manual and auxiliary tools (USM, tools and accessories for painting works, scaffolding, inventory scaffolding, ladders, extension cords, etc.) - the number is determined by the composition of the team. All employees should be provided with the necessary tools;
11. Geodetic control tools (theodolite, level, total station, etc.).

Basic requirements for the contractor's personnel (number / qualification / working hours):
1. The number of personnel and the composition of the teams is formed by the Contractor independently, depending on the type of work performed, taking into account the provision of work according to the Schedule (Appendix No. 3 to the TOR);
2. Qualified employees must be present in the staff:
- having access to work at height;
- certificates of slingers;
- certificates of electrical safety not lower than group II;
etc. in accordance with the type of work performed, as well as the conclusion of the medical commission on admission to work in the regions of the Far North and equated to them.
Before entering the quarantine, it is mandatory to provide the conclusion of the medical commission for each employee.
3. The mode of production of works is determined by the internal Order of the Contractor, taking into account the requirements for the production of works on the part of the Customer;
4. Availability and maintenance of basic documents on OT and PB (attestations, certificates, permits, orders, instructions, keeping a log of work orders, a log of instruction registration at the workplace, a log of primary fire extinguishing equipment, a log of fire safety instruction registration);
5. As part of the ITR, the mandatory presence of a VET engineer at the facility with the presence of a laptop, stationery and consumables necessary for processing documents;
6. Control over the production of works is carried out by a person appointed by an order with the availability of appropriate certificates (geodetic control, construction control), a specialist must be included in the LDC, as well as have the necessary equipment for carrying out control.

Materials provided by the Customer:
1. The customer will provide the goods and materials, according to the list in Appendix No. 4 to the TOR.
2. The goods and materials are transferred to the contractor at the AGOC warehouse site on request.
3. Delivery of goods and materials from the place of storage (warehouse site) to the place of work is the responsibility of the Contractor.
Distance from the warehouse site to the construction objects:
Lot No. 1 (to the site of the Ekaterina-2 PGR) will be 13.5 km

Accommodation, meals, delivery of personnel to the place of SMR:
1. The Contractor's mobilization is carried out by a written notification from the Customer within 15 days from the date of notification.
2. The contractor independently ensures the travel of its employees:
- when mobilizing for AGOC - from the location of the Contractor's organization to the place of quarantine (g. Khabarovsk or Komsomolsk-on-Amur);
- when leaving the AGOC - from Komsomolsk-on-Amur to the location of the Contractor's organization.
3. Travel from the place of quarantine to the Albazino section (and back to Komsomolsk-on-Amur) it will be organized by the Customer's motor transport and at the Customer's expense.
4. The mobilization and demobilization of machinery, equipment, auxiliary machines and mechanisms, goods and materials belonging to the Contractor is carried out by and at the expense of the Contractor.
5. The contractor independently and at its own expense provides its personnel with vehicles for movement on the territory of the Customer's enterprise.
6. In order to organize catering and household services at the Customer's site, the Contractor must conclude a contract with Arctic Catering Service LLC (AKS LLC) - the company that provides these services at the Customer's site.
When submitting a commercial offer, the bidder separately indicates the amount of expenses for household services and food. The specified expenses are subject to compensation by the Customer in the amount of the expenses actually incurred and documented by the Contractor, but in any case no more than the amount specified in the calculation.
7. The living conditions of the Contractor's personnel at the Albazino site are given in Appendix No. 11 to the TOR.
When submitting a KP for the performance of work, in accordance with this TOR, the contractor expresses his consent to these conditions of residence.

Requirements for the availability of the contractor's permits:
In accordance with the requirements of the Urban Planning Code of the Russian Federation-providing an extract from the Register of SRO-S members is mandatory (objects are not OPO);

The requirements for OT and PB are reflected in the TOR (Annex 1 to the letter).

We will be grateful to receive your commercial offer no later than 10: 00 (Moscow time) on 09.09.2021 with the following applications:
- a commercial offer on the official letterhead of the participant signed by an authorized person with information on the approval of the basic draft of the contract without disagreements, or the provision of an appropriate protocol of disagreements;
- completed offer card (Appendix No. 3 to the letter);
- completed calculation of the contract price (Appendix No. 2 to the TOR);
- the completed Questionnaire of the counterparty (Appendix No. 4 to the letter) and the reference list;
- scanned copies of the permits required to perform the work;
- scanned copies of documents confirming the availability of the necessary equipment, equipment;
- the charter (in the latest version with all amendments and additions);
- certificate of state registration (on assignment of the OGRN);
- certificate of tax registration;
- decision of the authorized management body of a legal entity on the appointment of an executive body;
- if necessary – a power of attorney for the person who signed the contract;
- letter from the Federal State Statistics Service on the assignment of codes;
- extract from the Unified State Register of Legal Entities;
- consent to the processing of personal data (in accordance with the form) (Appendix No. 5 to the letter).

This request for proposal procedure is not a tender and its conduct is not regulated by Articles 447-449 Part 1 of the Civil Code of the Russian Federation;
This procedure is also not a public competition and is not regulated by Articles 1057-1061 Part 2 of the Civil Code of the Russian Federation;
Thus, this procedure for requesting an offer does not impose an appropriate amount of civil obligations on the Customer.
