Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Prepayment 50% from the moment of signing the specification on the basis of the request from the Buyer, the balance of 50% within 60k/d from the moment of delivery of the equipment to the Buyer, and in the case of installation of equipment by the Supplier from the date of signing the act of entering equipment into operation.
Delivery terms:Delivery of equipment is carried out on the basis of requests from the buyer, on the locations on the highway М11 in stages, according to the schedule of equipment delivery.
Delivery of equipment, as well as unloading and arrangement of equipment in accordance with the plan, carried out by forces and at the expense of the Supplier at the Buyer's facilities (location and date of delivery of equipment are listed in the table).
Installation of the equipment is carried out by the Supplier at the agreed cost, through the application when signing the specification, the Buyer has the right to choose an authorized organization for installation and commissioning, with the preservation of guarantees from the Supplier .
The equipment Warranty is not less than 12 calendar months from the moment of putting the equipment into operation.
Other Requirements: Work on the market not less than 5 years, delivery terms from the moment of making an advance no more than 40 calendar days for the Russian equipment and 60 calendar days-for import.

The Buyer reserves the right to purchase the total number of equipment for all locations at one Supplier (single contract), and pospositional (selectively from different Suppliers).

This procedure is not a contest, it is not regulated by articles 447 – 449 of the first part of the Civil code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
