Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:

The goods must meet the specifications for the Buyer's raw materials (see the attached documentation).
The required package of tender documents for participation includes:
• The specification with the translation of the manufacturer (reflecting all indicators).
• Declaration of Conformity of TR CU.
• A list of major customers, implementations, completed projects, items of equipment supplied;
• The company's charter (for the winner of the tender), if any (it is not requested from the individual entrepreneur);
• Copies of certified financial statements (if the company is preparing financial statements) for the last reporting period and certified tax returns (VAT, income tax, simplified tax) for the last reporting period the reporting period at the time of reporting;
• Tax registration certificate;
• Certificate of entry into the Unified State Register of Legal Entities (Unified State Register of Legal Entities) or EGRIP (for individual entrepreneurs);
• A document (order, order, power of attorney, bank card) confirming the right to sign and samples of signatures of the head, chief accountant or authorized persons signing financial documents (including invoices, waybills);
• Certificate of absence of tax debts and duties from the Tax Inspectorate (Tax Debt Certificate for the purposes of the tender must be received no more than 1 month at the time of the tender);
• Dealer/distributor confirmation letter from the manufacturer (if applicable);
• An extract from the Unified State Register of Legal Entities or EGRIP with a date of issue no later than 10 days;
• Minutes (decision, order) on the appointment (election) of the head of the organization, an order on the appointment of the chief accountant;
• Certificate of ownership or lease agreement for office space at the actual location;
• Information on the average number of employees for the previous calendar year (KND form 1110018);
IMPORTANT: The absence of the participant's documentation specified as mandatory in the procedure may lead to the rejection of the participant's proposal. The Organizer has the right to reject and recognize the documentation that does not comply with the requirements and forms specified in the notice, and, accordingly, the participant does not meet the requirements of this procedures.
IMPORTANT: due to the possibility of tax risks and risks of failure to comply with the terms of the contract, the tender organizer reserves the right to prevent or exclude from the final auction, comparative analysis of a company with 1-2 employees.
After the bidding, the bid price of the Bidder becomes fixed and cannot be increased.
6. Organization/documentation that does not comply with the requirements and forms specified in the notice, the Organizer has the right to reject without explanation and recognize this documentation and the Applicant as inconsistent the requirements of this competitive procedure.
The winner (s) of the auction shall be approved by the chairman of the tender committee, based on the results of all cumulative factors (price, deferred payment, payment terms, guarantee, etc. Rusagro's standard terms and conditions)
This request for proposals procedure is not a tender and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose on the customer the corresponding amount of civil legal obligations.
