Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

The Customer has the right not to conclude an Agreement based on the results of the Request for Proposals.
The request for proposals is not a tender (tender, auction) or a public tender in accordance with Articles 447 - 449 of Part One and Articles 1057 - 1061 of Part Two of the Civil Code of the Russian Federation, and does not impose on the Organizer and the Customer the obligations established by the specified Articles of the Civil Code of the Russian Federation ...
