To the attention of the PARTICIPANTS of the request for proposals!

1. The RFP participant must be a manufacturer or an official dealer (representative) of the manufacturer. The dealer (representative) must submit documents confirming the status of the supplier as an official dealer (representative) of the manufacturer, while maintaining all the manufacturer's warranty obligations.
2. The RFP participant must have the necessary professional knowledge and work experience, have resource capabilities (financial, material and technical, production, labor), managerial competence, and a positive reputation.
3. The participant of the request for proposals must not have any losses for the last financial year and quarter (Form No. 2 "Profit and Loss Statement").
4. The RFP participant should not have a decision to suspend the activities adopted in the manner prescribed by the Code of the Russian Federation on Administrative Offenses on the day of consideration of the Proposal for participation in competitive negotiations.
5. The RFP participant should not have arrears in taxes, fees and other obligatory payments to budgets of any level or state extra-budgetary funds for the past, completed reporting periods.
6. The RFP participant must have full civil legal capacity to conclude and execute the Agreement.
7. The RFP participant must not be insolvent or bankrupt, or be in the process of liquidation. The economic activity of the participant should not be suspended.
8. The participant must indicate the manufacturer of the goods, and also documentarily confirm this (by providing copies of the technical documentation for the products - technical passports, certificates of conformity with the appropriate confirmation of the marking of the goods).
9. The participant must indicate in the commercial proposal the real delivery time (highlighting it in a separate column for each item).
10. The participant must indicate in the commercial offer the validity period of the offer.
11. For RFP participants having contractual relations with Moskoks JSC, it is obligatory to upload documents strictly according to the List (attached);

1. Participant's questionnaire;
2. A copy of the current edition of the charter, signed by the head and sealed by the organization's seal (be sure to put the date on the title page at the time of certification of the copy of the charter);
3. A copy of the certificate of registration of a legal entity;
4. Extract from the Unified State Register of Legal Entities (not older than one month from the date of submission);
5. A copy of the certificate of registration with the tax authority;
6. Information about the litigation in which the Participant was (was) involved as a defendant in the last year;
7. Help on personnel and production capabilities;
8. Information on the presence of claims and instructions from the supervisory authorities for the last year (or lack of such);
9. Certificate from the tax authorities about the presence / absence of tax arrears;
10. Copies of documents confirming the election and appointment of a person acting on behalf of a legal entity without a power of attorney (order of appointment and minutes of the meeting of authorized bodies on election (appointment));
11. A copy of the power of attorney for the right to sign if the documents are signed by a representative by power of attorney;
12. Consent to the processing of personal data of the Participant's employees, the contact information of which is indicated in the Offer
13. a copy of the decision on consent to a major transaction (if required in accordance with the statutory documents of the Participant and the law), or (if the transaction is not large for the Participant according to the law) - a certificate (letter) in any form, which must be indicated that such approval is not required, indicating the reasons;
14. a copy of the decision on consent to conclude an interested party transaction (if required in accordance with the statutory documents of the Participant and the legislation), or (if the transaction, according to the legislation, is not a transaction for the Participant in which there is an interest) - a certificate (letter) in an arbitrary a form that must indicate that such approval is not required, indicating the reasons;
15. a copy of the agreement defining the rights and obligations of organizations, establishing the leading organization in relations with the customer and joint responsibility of the organizations for the timely and complete execution of the Agreement (provided only by collective Participants)
16. Forms of annual financial statements for three years of activity with an auditor's report (if there are requirements for an audit in accordance with the law), a balance sheet and a profit and loss statement for the last reporting period with a stamp of the tax authority;
17. copies of balance sheets together with profit and loss statements with the mark of the tax office for three years of activity and for the last reporting period

18. The RFP participant has the right to contact the organizer of the procurement procedure with questions about clarifying the request for proposals, as well as to receive from the organizer comprehensive information on the conditions and procedure for the procurement (with the exception of information that is confidential or constitutes a commercial secret).
19. A participant in the request for proposals has the right to contact the organizer with a proposal to extend the deadline for submission of applications.
20. Any legal entity or individual, or an association of these persons, that is legally capable of supplying products and performing the required work, can participate in the request for proposals procedure.
The organizer notifies the winner of the tender about the results of the request for proposals in one of the following ways: by letter (by fax); by email; by phone.
The organizer reserves the right to choose the method of notification.
The organizer reserves the right not to explain the results of the request for proposals to the rest of the participants.
A proposal for the conclusion of a contract is sent to the winner within three days.
