1. The participant must be a manufacturer or is an official dealer (representative) of the manufacturer. The dealer (representative) must provide documents confirming the supplier's status as the official dealer (representative) of the manufacturer, with the preservation of all the manufacturer's warranty obligations.
2. The participant in the request for proposals must have the necessary professional knowledge and work experience, resources (financial, logistical, production, labor), management competence, good reputation.
3. A participant in the request for proposals must not have a loss for the last fiscal year and quarter (Income Statement Form 2).
4. A participant in the request for proposals should not have a decision to suspend activities taken in accordance with the Code of Administrative Offences of the Russian Federation for Day consideration of the Competitive Negotiation Proposals.
5. A participant in the request for proposals must not have any debt of accrued taxes, fees or other mandatory payments to any level or public extrabudgetary funds for past, completed reporting periods.
6. A participant in the request for proposals must have the full civil capacity to enter into and execute the Treaty.
7. The participant in the request for proposals must not be insolvent or bankrupt or in the process of liquidation. Participant's economic activities should not be suspended.
8. Participant must be required to specify the product manufacturer and also documents it (by providing copies of technical documentation for products - technical passports, certificates conformity with the corresponding confirmation of the item's labeling).
9. The participant is obligatory to specify in the commercial offer the actual delivery time (by highlighting it with a separate column for each item).
10. Participant must specify in the commercial offer the expiration of the offer.
11. For participants in the request for proposals that have contractual relations with Moscox JSC, it is mandatory to load documents strictly according to the List (attached);

11. A copy of the power of attorney to sign in case the documents are signed by a proxy representative;
12. Consent to process personal data of Participant employees whose contact information is specified in the Offer
13. a copy of the decision to consent to a large transaction (if required under the Member's statutory documents and legislation), or (in the event that the transaction is not Large Participant) — a certificate (letter) in a arbitrary form that should indicate that such approval is not required, giving reasons;
14. copy of the consent decision to commit a transaction of interest (if required in accordance with the Member's statutory documents and legislation), or (if the transaction is under legislation is not a transaction for the Participant in which there is an interest) — a certificate (letter) in arbitrary form which must state that such approval is not required , with reasons;
15. copy of the agreement that defines the rights and responsibilities of organizations establishing the leading organization in the relationship with the customer and the joint responsibility of organizations for timely and complete Enforcement of the Contract (granted only by collective Parties)
16. Three years of business annual financial statements with audit opinion (subject to legal audit requirements), balance sheet and income statement for the most recent reporting period, with the tax authority's mark;
17. copies of balance sheets together with income and loss statements with a tax inspection mark for three years of activity and the most recent reporting period
18. The participant in the request for proposals has the right to contact the Procurement Procurement Procedure Organizer to clarify the request for proposals, and to receive comprehensive information from the organizer on the terms and procurement procedures (except for information that is confidential or trade secrets).
19. The participant in the request for proposals has the right to contact the organizer with an offer to extend the deadline for submission.
20. Any entity or individual, or an association of those individuals who can legally supply products and perform the required work, can participate in the request for proposals procedure.
About the results of the request for proposals, the organizer notifies the winner of the competition in one way: by email (by fax); by email; by phone.
The organizer reserves the right to choose the notification method.
The Promoter reserves the right not to explain the outcome of the request for proposals to the remaining participants.
A contract offer is sent to the winner within the three-day deadline.
