Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:Payment is due within 60 calendar days after the end of the month in which the delivery was made.
Delivery terms:Products are delivered by road to the Buyer's warehouse (Base BPO LLC "LUKOIL-AIK" 174 km of the Surgut-Novy Urengoy highway), or by rail to the station in Kogalym, taking into account all costs and risks of delivery. Delivery can be carried out in full or in separate batches and accompanied by all the necessary documents, according to the list stipulated by the supply contract.
Mandatory downloadable electronic documents:
1. A scanned copy of a commercial proposal indicating prices, terms and conditions of delivery;
2. List of constituent documents (the list is attached in the attached file);
3. Permitting documentation (certificate of conformity, permission to use, if the products are subject to mandatory certification).
All documentation must be certified by an authorized representative and sealed by the company.
Submission of an offer from a participant means compliance with all the requirements for the range of goods specified in the request, as well as unconditional acceptance of the terms of the contract and specifications.

The winner of the competitive procedure is determined, subject to the consent of the signing of a standard contract without disagreement, according to the following criteria:
1. Minimum price;
2. Optimal delivery time for products;
3. Product quality;

1. The organizer's attention will be paid to suppliers who have experience in the supply of these products.
2. Submission of an offer from a participant means compliance with all the requirements for the range of goods specified in the request, as well as unconditional acceptance of the terms of the contract and specification.
3. All products must be new
6. The cost of products must be constant for the entire delivery period.
7. Simultaneously with the delivery of products, a certificate of quality (conformity) is provided.

This request for proposals procedure is not a tender and its implementation is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose an appropriate volume of civil obligations on the customer.

This request for proposals is not an offer (public offer) of the organizer. The organizer has the right to refuse to conduct a procurement at any time from the date of its announcement, including after the end of the deadline for accepting applications.
