Please note that this Request for Proposals procedure is not an auction, including a tender and/or auction, and its conduct is not regulated by Articles 447-449 of Part one of the Civil Code of the Russian Federation. This Request for Proposals procedure is also not a public tender and is not regulated by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. Thus, this Request for Proposals procedure does not impose on the Organizer the obligations provided for by the civil legislation of the Russian Federation and specified in this paragraph.
To participate in the Request for Proposals, the Participant must prepare an electronic Application.
The application includes the following documents:
a. Offer (commercial offer) in the form and in accordance with the instructions given in the Documentation on Request for Proposals (section 8, Form No. 1).
b. Participant's questionnaire in the form and in accordance with the instructions given in the Documentation (section 8, form No. 2).
c. The Draft Contract drawn up in the form provided for in paragraph 3.1. The Participant is obliged to express agreement with the terms of the draft Contract when submitting the Application: The Participant must specify the following text on each sheet of the draft Contract "[Participant – full name of the Participant] I have read and fully agree with the wording of the Agreement", the surname and initials of the authorized person of the Participant must be indicated next to it, the signature of the authorized person and the seal of the Participant (if the Participant has a seal). The Participant must not fill out the preamble of the Contract, the details of the Contract, put signatures and a seal impression in the "SIGNATURES OF THE PARTIES" section.
d. Consent to the processing of personal data from the Participant's manager, the Participant's Chief Accountant and the responsible person of the Participant, in the form and in accordance with the instructions given in the Documentation (section 8, form No. 3).
e. Information about court proceedings for the last 12 (twelve) months in which the Participant is involved in the form and in accordance with the instructions given in the Documentation (section 8, Form No. 4).
f. Documents confirming the Participant's compliance with the established Documentation requirements. The list of documents is given in paragraph 5.2 of the Documentation.
g. For the convenience of data processing, in addition to a duly executed Application in scanned form, the Participant is obliged to post the Participant's Questionnaire in electronic form.
If the Participant does not have the technical ability to submit an Application through the ETP functionality, the Organizer of the procedure has the right to accept an offer from such a Participant to the email address izh-b2b@izhstal.ru (Sending documents in any other way is not allowed). The organizer will independently upload this Application to the ETP through the ETP functionality, subject to the following conditions:
a) the participant must be registered on the ETP on the terms of the Internet resource http://www.b2b-mechel.ru;
b) the application must be received by e-mail no later than 4 hours before the deadline for accepting Applications for participation.
c) The amount of information in one letter should not exceed 32 MB.
Venue of bidding:
This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
