Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.
Comments: Basic requirements for the Buyer:
1. The buyer must have a state license for the utilization and processing of ferrous metal waste.
2. At the conclusion of the contract, a certificate of admission and a work permit to the territory of a hazardous production facility is issued. The list of documents required for the registration of the certificate and the work permit is attached to the "Documentation for the trade procedure".
This procedure of request for proposals is not a tender, it is not subject to Articles 447-449, Section 1, Civil Code of the Russian Federation; this procedure is not a public tender, it is not subject to Articles 1057-1061, Section 2, Civil Code of the Russian Federation; Thus, this procedure does not impose the corresponding amount of civil and legal obligations on the Organizer, and the Organizer reserves the right to refuse all the proposals received for any reason, or to terminate the selection procedure at any time, incurring no liability before the participants.
