1. Please, submit any questions concerning the bidding procedure via e-marketplace functionality ("Request for Clarifications").
2. Before the envelopes are opened, the participants of this procedure MUST attach to their proposals in electronic form the Bidder's APPLICATION and documents according to the APPLICATION simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal (indicating the delivery time), signed by an authorized person and certified by the seal of the participating organization this procedure. In case a participant fails to comply with this requirement bidding organizer has the right not to consider such participant's proposal.
3. The following points must be specified in the TCH:

- A letter of guarantee on the unconditional signing of the draft agreement as revised by the Sender.
- A letter stating that the commercial offer is calculated in full accordance with the purchasing positions;
- Logistic scheme of transportation (must include key points of the route, have information about all necessary passes with processing time, information about ferries / ice crossings, etc. for loading)
- Information about the technical equipment of the company.
ALL UPLOADED DOCUMENTS MUST BE REFERRED TO IN ACCORDANCE WITH ITS CONTENT
The validity of the participants' offer is at least 30 days.
Note: This request for proposals is not a tender notice (public tender) or a public offer and is not governed by Art. 447 - 449, part 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 part 2 of the Civil Code of the Russian Federation.
