Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

The composition of the application:
1. Attach to the application for participation a proposal according to the file "Terms of reference" (with and without prices).
2. Provide an annex to the procedure: the cost of purchasing 1 license for a volume of 2500, 5000, 7500 licenses. and the cost of 1 hour of revision.

Following the consideration of proposals, 1 of 3 lots will be purchased.
Willingness to start work on the letter of guarantee.
All costs must be included in the offer.

Only one legal entity can participate in the tender procedure from a group of affiliated (connected) companies. Otherwise, it is considered as restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.
