This request for proposals procedure is not a competition and its conduct is not regulated by Articles 447-449 of Part One of the Civil Code of the Russian Federation. Applicants who have submitted an offer late and/or in violation of the procedures of the tender organizing company, and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure.
