Comments: The procedure is two-stage:
1. stage - prequalification, stage 2-request for commercial proposals.
Participants are required to fill out the attached forms (an application for participation in the tender, a qualification questionnaire with appendices and a Confidentiality Agreement).
The proposals of the participants are submitted in the form of an electronic document signed with an electronic digital signature.
Those participants who have passed the preliminary qualification selection under this procedure will be invited to participate in the 2nd stage of the procurement procedure. This preliminary qualification selection is not a notice of bidding and is not a public offer, the Organizer does not bear any obligations to the suppliers who participated in the request, including obligations to conclude any contracts with the persons who sent their proposals.
This preliminary qualification selection is not an auction or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer.
The Organizer has the right to refuse to conduct the procedure at any of the stages, without incurring any financial responsibility to the Participants.
The Organizer reserves the right to extend and (or) change the date of consideration of Participants ' proposals and summing up the results of the preliminary qualification selection.
