OJSC Sukholozhskcement informs all potential
counterparties about the following conditions:
Requirements for estimates:
1. Estimated financial calculations for
construction and special works are made by the
Contractor on the basis of the Territorial Unit
Prices (TER) developed by the Ural Regional Center
for Economics and Pricing in the construction of
the Sverdlovsk Region with an index of changes in
the cost of construction and special works in the
TER base in 2001 as amended in 2014. equal,
preferably not more than 6.0.
Construction works are: reinforcement work,
concrete work, earthwork, stone work, roofing,
finishing work, carpentry, piling, etc. Special
works are waterproofing, thermal insulation, soil
compaction, electrical installation,
commissioning. For all other works, Price List No.
26-05-46 of November 22, 1990, applies.
2. Local estimates should be compiled in the
Grand Estimate software using the regulatory
framework of the Sverdlovsk region.
3. When preparing the budget documentation,
materials not taken into account by prices or
replaced (in accordance with design decisions),
equipment should be allocated as a separate
section at current prices, excluding VAT (show in
the form of the formula "cost with VAT / 1.18").
When signing acts of completed work, the Customer
has the right to request invoices for the
specified materials, equipment.
4. Provide local estimates for preliminary
verification in electronic form in xml (gfsx) and
xlsx formats. For approval, the local estimate
calculation should be provided in 2 copies in
paper form with a detailed view of the
coefficients applied both to the positions and in
the results of the estimate.
5. Indices of changes in the estimated cost for
bringing base prices to current prices should not
exceed the current indices established by the
Commission for Pricing in Construction in the
Sverdlovsk Region, unless otherwise provided by
applicable supplementary agreements.
6. In local estimates, to reduce the estimated
cost to the tender value, use a reduction factor
(the tender coefficient is always less than one).
Reduction of estimated cost to tender value by
distorting the volume or scope of work is not
allowed. To apply a reduction (tender) coefficient
before calculating the limited costs.
Special conditions of the Customer to the
Agreement:
1. For violation of the deadline for the
performance of work (individual stages of work),
the Customer is entitled to demand from the
Contractor payment of a penalty in the amount of 1
(one)% of the total cost of the work under the
Agreement for each day of delay.
2. The Contractor, at the direction of the
Customer, shall, without increasing the cost of
work under this contract, perform work not
specified and not provided for by this contract
and its Annexes, if the cost of these unplanned
additional works does not exceed 10 (ten)% of the
cost of work agreed upon by the Parties in the
contract and the Specification. If the cost of
unplanned additional work exceeds 10% of the cost
of work agreed upon by the Parties, then the
specified additional work is performed by the
Contractor on the basis of an additional agreement
of the Parties.
Advance payment.
1. If you need to get an advance from 1 to 5
million rubles. without VAT, the company will
undergo an additional internal audit, with a
positive conclusion, the advance is agreed.
2. If you need to get an advance payment of 5
million rubles. excluding VAT and more, the
company provides a bank guarantee in the amount of
the advance payment (for the period until the
advance payment is closed by acts of completed
work) from the Bank from the list of systemically
important credit organizations

Requirements for the system of labor protection
and industrial safety.
The documentation and requirements listed below
will be checked at the stage of issuing passes to
the counterparty’s personnel. OJSC
Sukholozhskcement has the right to refuse to issue
a pass to personnel for which the specified
documents will not be provided or the requirements
will not be met.

1. List of employees of the contracting
organization who will participate in the
performance of work on the territory of OAO
Sukholozhskcement in accordance with the statement
of work, indicating the length of service in this
organization. The work experience of the above
employees should be, according to the staffing
table, at least two years in one organization.
2. A document on the organization of a labor
protection system, industrial and fire safety,
industrial sanitation (Standard, Regulation on
production control, etc.).
3. Licenses for licensed activities (if necessary
by technical specifications or this type of work
is subject to licensing).
4. The list of organizations in which work was
carried out over the past 3 years.
5. Documents confirming the suitability of the
staff for work in this profession (conclusion of a
preliminary (periodic) medical examination by
order No. 302n of the Ministry of Health and
Social Development).
6. Training Logs: introductory, in the workplace,
repeated (copy of the title and the last completed
sheet).
7. Approved labor protection instructions by
profession and type of work.
8. Order on the appointment of a person
responsible for labor protection, industrial and
fire safety in the organization.
9. Certificates and certificates for all
personnel (engineers and workers) who will be
involved in the performance of work on the terms
of reference:
- labor protection (20 hours for workers, 40
hours for engineers);
- to perform work at heights (as indicated in the
technical task for a hazard, height indicating the
group);
- industrial safety (general requirements for
industrial safety, special requirements for
industrial safety, in accordance with official
duties and declared work);
- on electrical safety;
- at the fire technical minimum.

10. Information on injuries over the past 3 years
(in the form of a certificate).
11. Indicate the presence of their own scaffolds,
scaffolds, welding machines and gas cutting
equipment, containers, fences (when performing
work more than 1 day), personal and collective
protective equipment when working at heights, etc.

magazines for inspection and verification of this
equipment and devices.
12. Availability of standards for the issuance of

13. Documents for mobile lifting structures:
BUT. Certificate of registration of a hazardous
production facility in the state register of
hazardous production facilities,
B. Information characterizing the production
facility, in which the PS is indicated
AT. The insurance policy of compulsory civil
liability insurance of the owner of a hazardous
facility for damage resulting from an accident at
a hazardous facility.
G. Pages from the passport PS:
- with a mark on registration with the Ural
Department of Rostekhnadzor and assignment of a
registration number and notification of
Rostekhnadzor on registration with assignment of
an account number with a mark on the passage of
the last Ch.T.O. or P.T.O.
D. Certificates for the operator of the crane
(crane operator), the operator of the aerial

E. Order of appointment of responsible
specialists:
- for the implementation of production control
during the operation of substations
- responsible for the maintenance of the PS in
