Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Mandatory requirements:
1. 2. Address of the object: Installation of video cameras at the "Noginsk" ATP, Russian Federation, Moscow region, the city of Noginsk
3. Warranty - The warranty period for the equipment is equal to the warranty period of the manufacturer, the warranty period for the work is at least 12 months
4. Consent of the contractual counterparty to sign the standard form of the contract (in the attachment)
5. The Commercial Proposal takes into account the full cost of the project, according to the Requirements Specification.
6. The Commercial Proposal is provided in rubles.
7. Fixing the price for at least 1 year without reference to the volume of services
8. The opportunity to start work within 3 days, by Letter of Guarantee.
9. The contractor independently purchases, stores and distributes equipment without the participation of a Magnet
10. The order of execution of works according to the schedule agreed by the Parties.
11. The Contractor independently determines and concludes contracts with Suppliers without the participation of a Magnet
12. The contractor independently acquires the equipment for the facility

The Call for Bidding Bidder can repeatedly improve their price offers until the bid submission deadline.

Affiliated (related) persons cannot participate in the procurement procedure at the same time. Otherwise is considered as a restriction of competition and is the basis for the withdrawal from participation in the procurement procedure of all affiliated Bidders
