Обоснование: В соответствии с закупочной документацией, в случае если принято решение об отказе в допуске к участию в закупочной процедуре всех участников закупки или о допуске к участию в закупки и признании участником закупочной процедуры только одного участника, закупочная процедура признается несостоявшейся.
В соответствии с закупочной документацией заказчик имеет право заключить договор с единственным участником процедуры закупки в случае его соответствия требованиям документации процедуры закупки.
