Обоснование: В соответствии с п.4.6.5 закупочной документации, в случае если принято решение об отказе в допуске к участию в запросе предложений всех участников закупки или о допуске к участию в закупки и признании участником запроса предложений только одного участника запроса предложений, запрос предложений признается несостоявшимся.
В соответствии с п.4.7.4 Заказчик имеет право заключить договор с единственным участником процедуры закупки в случае его соответствия требованиям документации процедуры закупки.
