Payment terms:
There is no advance payment, payment is made monthly upon the provision of services, with a deferred payment of at least 30 calendar days and no more than 40 calendar days.
Comments: A participant in the procurement procedure must
meet the following requirements:
1. The Participant of the procurement procedure
has no lawsuits for the amount of claims against
the latter exceeding 25% of the company's equity
capital (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
2. Failure to liquidate a Participant in the
procurement procedure - a legal entity and the
absence of a decision of the arbitration court on
recognizing a procurement participant - a legal
entity or an individual entrepreneur - insolvent
(bankrupt) and on opening bankruptcy proceedings
(confirmed by declaring compliance with the
established requirements by filling out and
submitting the form "Declaration Participant in
the procurement procedure for compliance with the
established requirements ");
3. Non-suspension of the activities of the
Participant in the procurement procedure in the
manner established by the Code of the Russian
Federation on Administrative Offenses, on the day
of filing the application for the purpose of
participating in the procurement (confirmed by the
declaration of compliance with the established
requirements by filling out and submitting as part
of the application for participation the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements ");
4. The Participant of the procurement procedure
has no overdue debts for accrued taxes, insurance
premiums, fees and other obligatory payments to
budgets of any level or state extra-budgetary
funds for the last completed reporting period, the
amount of which exceeds 25% of the book value of
the procurement participant's assets according to
the accounting statements for the corresponding
period ... The procurement participant is
considered to be in compliance with the
established requirement if he or she appeals the
existence of the specified debt in accordance with
the legislation of the Russian Federation and the
decision on such a complaint on the day of
consideration of the application for participation
in the Request is not made (confirmed by the
declaration of compliance with the established
requirements by filling out and submitting it as
part of the application for participation of the
form "Declaration of the Participant of the
procurement procedure on compliance with the
established requirements");
5. The absence of information about the
Participant in the procurement procedure in the
register of unscrupulous suppliers provided for in
Article 5 of Federal Law No. 223-FZ and (or) in
the register of unscrupulous suppliers provided
for by Federal Law No. participation of the form
"Declaration of the Participant of the procurement
procedure on compliance with the established
requirements");
6. The absence at the time of the procurement of
effective and unfulfilled court decisions on
improper performance by the Participant of the
procurement procedure of obligations under
agreements (contracts) for the supply of goods,
performance of work, provision of services of the
same name to purchased goods, works, services
(confirmed by a declaration of compliance with the
established requirements by filling in and
submission of the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
7. A participant in the procurement procedure is
not a person whose place of registration, or place
of residence, or place of tax residence is a state
or territory included in the list of states and
territories approved by the Ministry of Finance of
the Russian Federation in accordance with
subparagraph 1 of paragraph 3 of Article 284 of
the Tax Code of the Russian Federation ( confirmed
by the declaration of compliance with the
established requirements by filling out and
submitting the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
8. A procurement participant is a legal entity
that, within two years prior to the filing of an
application for participation in the procurement,
was not brought to administrative responsibility
for committing an administrative offense provided
for in Article 19.28 of the Code of Administrative
Offenses of the Russian Federation (illegal
remuneration on behalf of a legal entity)
(confirmed by declaring on compliance with the

submitting as part of the application for

Participant of the procurement procedure on
compliance with the established requirements");
9. A participant in the procurement procedure -
an individual or a manager, members of a collegial
executive body, a person performing the functions
of a sole executive body, or a chief accountant of
a legal entity - a procurement participant has no
outstanding or uncleared convictions for economic
crimes and (or) crimes provided for Articles 289,
290, 291, 291.1 of the Criminal Code of the
Russian Federation, as well as the non-application
of administrative punishment to these individuals
in the form of disqualification and punishment in
the form of deprivation of the right to hold
certain positions or engage in certain activities
that are related to the supply of goods,
performance of work, provision of services that
are the object of the procurement being carried
out (confirmed by the declaration of compliance
with the established requirements by filling out
and submitting the form "Declaration of the
Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
10. The absence of a conflict of interest between
the Participant of the procurement procedure and
the Customer, which means cases in which the head
of the customer, a member of the expert group, a
member of the procurement commission, the person
responsible for organizing the procurement
procedure are married to individuals who are
beneficiaries, the sole executive body of the
economic company (director, general director,
manager, president and others), members of the
collegial executive body of a business company,
the head (director, general director) of an
institution or a unitary enterprise or other
governing bodies of legal entities - participants
in the procurement, with individuals, including
registered as an individual entrepreneur, -
participants in the procurement or are close
relatives (relatives in a direct ascending and
descending line (parents and children,
grandfather, grandmother and grandchildren),
full-blooded and incomplete (having about common
father or mother) brothers and sisters), adoptive
parents or adopted children of the specified
individuals (confirmed by the declaration of
compliance with the established requirements by
filling out and submitting the form "Declaration
of the Participant of the procurement procedure on
compliance with the established requirements" as
part of the application for participation);
11. The period of state registration of the
Participant in the procurement procedure before it
submits an application for participation in the
procurement procedure must be at least one
calendar year (12 months) (confirmed by
information from the Unified State Register of
Legal Entities provided as part of the application
for participation).
Other requirements 1. The participant must have
proven experience of work on the types of services
specified in the Terms of Reference on the market
for conducting contextual advertising with
hospitality facilities, with clinics of aesthetic
medicine, with objects of the fitness industry for
the last 2 (two) calendar years before the date of
publication of the procurement procedure
(confirmed by the provision in the composition of
the application for participation of the completed
form "Information on the experience of providing
services");
12. The participant must confirm the availability
of qualified labor resources, incl. certified
specialists for the timely and high-quality
fulfillment of obligations under the contract
(confirmed by filling out and submitting the form
"Information on human resources" as part of the
application for participation, copies of
certificates of specialists);
13. The participant must confirm the experience
of working with advertising budgets from 500,000
rubles / month. for one client - at least 2 (two)
years (confirmed by the completed form
"Information on the experience of providing
services" provided as part of the application for
participation);
14. The participant must confirm the availability
of partner certificates from the agency from the
key sites Google and Yandex (confirmed by the
scanned copy of the certificates provided as part
of the application for participation);
15. The participant must confirm the presence of
national awards (example Tagline, Effie, Silver
Mercury, Webby) for projects in the field of
medicine, sports, hotel business (confirmed by the
scanned copy of the diploma and a link to the
award website provided as part of the application
for participation).
In case of non-compliance with the above
requirements, your application for participation
in the tender procedure will be rejected.
The procurement procedure is an internal
procedure for the selection of Suppliers by the
Company and should not be considered as an auction
in the sense of Articles 447-449 of the Civil Code
of the Russian Federation, and is not a public
tender, which is regulated by Chapter 57 of the
Civil Code of the Russian Federation.
LLC "Sanatorium" Zapolyarye "reserves the right
at any time to refuse to continue carrying out
this Procurement procedure, change the conditions
for its implementation, and also refuse to
conclude an agreement with the Supplier, whose
proposal was recognized as the best based on the
results of the procurement procedure.
At the same time, any costs associated with
participation in the procurement procedure are
borne by the participant independently, these
costs are not reimbursed under any circumstances
by LLC "Sanatorium" Zapolyarye ".

This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
