Comments:
The request for proposals does not constitute a bid (tender, auction) under articles 447 to 449 of the Civil Code of the Russian Federation or a public tender under articles 1057 to 1061 of the Civil Code of the Russian Federation, or other regulated procurement procedures (procurement methods) provided for by the laws of the Russian Federation.
The Promoter has the right to refuse the request for proposals and complete the request for proposals without concluding a contract based on its results at any time, and the Promoter shall not reimburse to the participant the costs incurred in preparing and participating in the request for proposals procedure. The Promoter may amend the Notice and Documentation as well as extend the deadline (date and/or time) for the submission of the Offers.
In accordance with the provisions of Article 2.1 (1) of Federal Law No. 223-FZ of July 18, 2011 "On Procurement of Goods, Works, Services, and Certain Types of Legal Entities", the effect of PJSC Unipro does not apply to PJSC Unipro's activities related to the procurement of goods (works, services), as Unipro's total revenue from activities related to natural monopolies, as well as regulated activities specified in No. 223-FZ dated July 18, 2011, do not exceed 10% of the total revenue from all activities undertaken by PJSC Unipro.
