Thus, this request for proposals procedure does not impose on the customer an appropriate amount of civil legal obligations. Procurement procedures are not regulated by the provisions of the Federal Law of July 18, 2011 No. 223-FZ "On Procurement of Goods, Works, Services by Certain Types of Legal Entities", as well as provisions Federal law of April 5, 2013 No. 44-FZ "On the contact system in the sphere of procurement of goods, services to ensure state and municipal needs". Applicants who have submitted an offer not on time, and/or in violation of the procedures of the tender organizer and/or who do not meet the selected evaluation criteria may be excluded from the bidding procedure. When bidding through an electronic trading platform, offers are not accepted by other means.
