1) Customer has the right to amend the Request for Proposals Notice and Request for Proposals Documentation at any time prior to the application deadline for the Request for Proposals, also refuse to hold the Request for Proposals at any time before it is summed up.

3) Request for proposals is not a bid (contest, auction) or public competition in accordance with articles 447 — 449 of part one and articles 1057 — 1061 of the second Civil Code of the Russian Civil Code The Federation, and does not impose on the Organizer and the Customer the obligations set forth in these articles of the Civil Code of the Russian Federation.
