2. Purpose of the request for proposals:
Purchase of children's New Year gifts for the children of employees.

3. Basic requirements for products:
3.1. Product requirements:
3.1.1. The minimum number of New Year's sets for children is 740 pcs.
3.1.2. The weight of one gift set should be 1000 g.
3.1.3. The maximum purchase price is 500,000 rubles.
3.1.4. Products as part of New Year's sets must comply with the current GOST and TU for this type of product.
3.1.5. For products (Christmas sets), a certificate / declaration of conformity must be presented.
3.1.6. The remaining shelf life of the product at the time of transfer to the Buyer must be at least 3 months.
3.1.7. New Year's sets are packed in corrugated boxes for ease of transportation.
3.1.8. Conditions for acceptance and replacement of goods of inadequate quality:
3.1.8.1. Acceptance of goods in terms of quality is carried out by the Buyer unilaterally within 5 working days. If a product of inadequate quality is found, it must be replaced within 3 days from the date of the request in writing.
3.2. Product wishes:
3.2.1. The composition of the gift set - the recommended composition of sweets and confectionery products, an additional composition - at the choice of the Seller, in accordance with Appendix No. 1 to this request for prices (issue with Appendix No. 1 to the commercial proposal), no more than three packaging options to choose from (issue in Appendix No. 2 to commercial proposal).
3.2.2. Priority is given to the contents of the gift set, the conformity of the items making up the set to the recommended composition; assortment and quality of sweets; less cost per gift unit.
3.2.3. It is allowed to replace no more than 5 types of sweets of the recommended (mandatory) composition, provided that the manufacturer of confectionery products remains in the same category of sweets.
3.2.4. Investments without age restrictions and decent packaging with branding elements are welcome. Brand book, company logo are available additionally upon request.
3.3. Terms of delivery:
3.3.1. Delivery of New Year's sets is carried out by forces, transport of the Seller within the terms established by the contract.
3.3.2. Delivery time: until 12/15/2020.


4. Requirements for the seller:
4.1. A participant in the procurement procedure must comply with the requirements imposed in accordance with the legislation of the Russian Federation for persons supplying goods, performing work, rendering services that are the subject of the procurement.
4.2. There must be no information about the participant in the procurement procedures in the registers of unscrupulous suppliers, which are maintained in accordance with the Federal Law of 05.04.2013 No. 44-FZ "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs", Federal Law of July 18, 2013 No. 223-FZ "On the procurement of goods, works, services by certain types of legal entities."
4.3. Availability of all established statutory documents and their provision upon request.

5. Payment terms: in the commercial offer.

6. Requirements for a commercial proposal and its design:
6.1. The commercial proposal must be drawn up on the letterhead of the organization, certified by the signature and seal of the head, must contain the date and number in accordance with the rules of document circulation adopted by the Participant.
6.2. The commercial offer must contain the details of the organization (TIN, KPP, legal / actual address, contacts (phone number of the Contractor, e-mail address).
6.3. The cost of the offer is indicated without VAT (including VAT). Appendix No. 1 to the proposal indicates the composition of the gift, the name of the sweets, the manufacturer, the weight of the sweets / confectionery products, the quantity, and the total weight of the gift. The packaging is drawn up by Appendix No. 2 to the commercial proposal. In Appendix No. 2 to the commercial proposal, it is necessary to indicate the description of the packaging (material) and attach a graphic image of the packaging in Jpeg format. Appendices # 1 and # 2 are integral parts of the commercial offer.

Comments:
Participant who has submitted a bid before bids submission deadline shall upload the following documents:
1. Articles of Association (with all the amendments, if any).
2. Certificate of the state registration.
3. Certificate of tax registration.
4. Extract from USRLE.
5. Balance sheet as of the last reporting date with tax authority stamp of acceptance.
6. Documents confirming the powers of the person authorized to sign the documents:
— Decision (Protocol).
— Power of attorney.

10. Requirements for the performer:
- Permitting documents (SRO, licenses, permits).
- Development by the contractor of PPR, PPRK, RTI.
- Availability of attestation of the head, engineering technician, industrial safety workers at HIF.
- Availability of medical clearance of personnel to work at HIF.
