3. This request for proposals is not konursom and its implementation are not regulated by Articles 447-449 of 5. This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer
