Comments:
This RFP procedure is not a bid, incl. competition and / or auction, and its conduct is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFQ procedure is not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation. Thus, this Request for Proposals procedure does not impose on the Organizer the obligations stipulated by the civil legislation of the Russian Federation and specified in this clause.
Please note that the Participant's Application in accordance with Art. 435 and Art. 436 of the Civil Code of the Russian Federation is an Offer, which cannot be withdrawn during the entire period of delivery of the Products and rendering of services specified in the Documentation and the Offer with the Participant's Applications. The Participant's Application binds it with obligations to deliver the Products and provide services according to the nomenclature, in the amount, in terms, at the price and on the conditions specified in the Application, if the Participant receives from the Organizer confirmation of acceptance of the Participant's Application in the manner prescribed by the Documentation.
