Comments: Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturinsk invites you to participate in the selection of contractors for the works "Cleaning and overhaul of cooling tower No. 7, TPP workshop" (hereinafter - the Service).
The need for the purchase of the Services, indicating the scope and nature of the work, the period, the place of provision of the Services, as well as other conditions for the purchase of the Services, are indicated in Appendices No. 1-2, which is an integral part of this Invitation, namely:
In this regard, Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturinsk conducts selection of commercial proposals in order to determine the most profitable proposals for the organization of potential contractors (hereinafter - Selection).
If you agree to take part in the Selection, I ask you to provide your commercial offer with prices excluding VAT, taking into account the costs of storage and transportation costs, taxes, duties and other mandatory payments levied in the territory of the Russian Federation, within the requested cost of the Services. The commercial offer must be sent in the form of an electronic (scanned copy) document signed by an authorized person and sealed by the organization to the email address: Tatiyana.Smirnova2@iso-serv.com, Ivan.Tikhomirov@iso-serv.com.
The price for the Service must be indicated in accordance with the conditions for the performance of the work specified in Appendix No. 2
Preferred payment terms - payment with a deferred payment of 60 days or transition to a non-bill form of settlement * (in the event that your TCH specifies a delay of less than 60 days and refusal of a bill form of settlement, all other things being equal, priority will be on the side of the Participant, who offered a longer deferral of payment for the delivered products and sent consent to the bill settlement scheme).
You have the right to provide other information and documents confirming your positive business reputation, experience and stable financial position.
We draw your attention to the fact that the commercial offer provided by you as part of this Selection of Contractors must be issued in the form of an offer in accordance with Articles 435 and 436 of the Civil Code of the Russian Federation (hereinafter referred to as the Civil Code of the Russian Federation) with a deadline for acceptance within 120 days from the date receiving it. This offer cannot be withdrawn by you within the specified period established for its acceptance. There is no fee for the provision of an irrevocable offer.
This Invitation is not an offer in accordance with the Civil Code of the Russian Federation.
This Selection is not a tender (including in the form of a tender, auction or other form) or a public tender regulated by Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation, and does not impose on the Engineering Construction Servicing Limited Liability Company branch in the city of Krasnoturyinsk the obligations provided for by the above articles of the Civil Code of the Russian Federation, as well as the obligation to conclude an agreement for the provision of Services with the person who sent the most advantageous offer. The selection can be canceled at any time.
In the event of a change in the terms of the Selection or its cancellation, the costs incurred by any person in connection with participation in the Selection, including those related to participation in the negotiations, will not be reimbursed.
Information on the final results of your participation in this Selection will be sent to you by electronic or fax message.
The selection of the most advantageous for the Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturyinsk offers is carried out taking into account the assessment of the following criteria: official status of the Selection participant, price, availability of licenses for the requested types of work, terms of work, other criteria stipulated by the current legislation as well as the interests of our organization.
Limited Liability Company "Engineering Construction Service" branch in Krasnoturyinsk has the right, in order to determine the most advantageous offer and ensure equal competitive conditions for all participants in the Selection, to carry out measures aimed at reducing the price specified in the offer, including (but not limited to ) send a message to the Selection participants about the minimum price of the Services offered by the contractor (without specifying the Selection participant who offered this price) and invite all Selection participants to correct and improve the conditions of previously made commercial offers, including by reducing the price of the Service. The change in the commercial offer must be made in the form of a new commercial offer (offer) on the above conditions.
Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturinsk has the right to refuse to participate in the Selection in the following cases:
the commercial offer was received after the expiry of the specified period;
the terms of the commercial offer do not correspond to the terms of the Invitation and Appendices No. 1-4.
the commercial offer contains false information;
the person who sent the commercial offer is in the process of liquidation or reorganization, or insolvency (bankruptcy) proceedings have been initiated against him;
Lack of negative experience of working with enterprises with ISO LLC;
in any other case, on the basis of internal procedures, with the right not to explain the reasons for the refusal.
Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturinsk has the right not to motivate its decision to determine the most profitable commercial offer of a potential contractor.
If your commercial proposal is recognized as the most profitable, Limited Liability Company "Engineering Construction Servicing" branch in Krasnoturyinsk has the right to conclude an agreement with your organization, including by way of acceptance, sent a commercial proposal (offer) within the time period established for its acceptance.
The information provided by you to participate in the Selection is not communicated to persons not related to the Selection, as well as to other participants in the Selection, with the exception of the message about the minimum price.
