Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.
Comments: 1.This competitive procedure for preliminary selection of a Supplier is directed in accordance with the Tender Regulations of the Tender Organizer as part of the request for commercial proposals procedure, which (like the ongoing Supplier pre-selection procedure itself) is not an offer, auction or tender and its conduct is not regulated by Articles 447-449 Part 1 and 1057-1061 Part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all received Offers for any reason or to terminate the selection procedure at any time without explanation, without incurring any liability to the Bidders.
