2. Type and scope of work:
Execution of works on cleaning of pipelines and wells of stormwater sewerage system in the area of the Pecosclade of the SPC uch.1 of JSC "EPM-NEZ" includes
2.1. Removal of clogging, deposits on the internal surface of production wastewater pipelines.
2.2. Cleaning the inner surface and removing sediments from the wells.
2.3. Characteristics of the pipeline, which is the object of work:

3. Description of works on cleaning of production effluent system at JSC "EPM-NEZ":
3.1. Cleaning is carried out in stages (sections from the well to the well).
As a result of cleaning, all deposits and contaminants on the walls and bottom of the sewer wells and the inner surface of the piping shall be removed. The entire section of the pipeline must be cleaned. The number of cleaning cycles depends on the contamination of the pipeline.
The result of cleaning is removal of all types of sediments and deposits of oil products and mechanical impurities on the inner surface of the pipeline, walls and bottom part of wells.
It is mandatory to use the following methods when cleaning pipes:
- mechanical cleaning (cleaning of the pipeline is done with the help of special rugs with metal inserts, which several times extend through the existing pipe until it is completely cleaned and Deposits destruction.)
- hydrodynamic cleaning (cleaning with nozzles, liquid jets for cleaning pipe walls by side rotating jets, as well as for the destruction of solid deposits)
3.2. Requirements for technological equipment for cleaning pipelines:
The special equipment used for pipeline cleaning shall provide hydrodynamic and mechanical cleaning methods that do not lead to the destruction of the pipeline.
If it is necessary to depressurize the pipeline, carry out its subsequent restoration by own forces and materials. In case of detection of places of destruction or damaged sections of the pipeline timely report to the customer.
3.3. Requirements for performance of work:
Deposits from wells and pipelines shall be pumped by special equipment adapted for this type of work.
All sludge, debris, pollution generated during washing, be taken out to the place specified by the customer.
Ensure timely daily cleaning of work places, organize measures for safe movement of people and vehicles in the places of work, installation of warning signs when performing the work.
When performing works it is necessary to use protective equipment (helmet, glasses, overalls, PPE hands, signal vests with reflective elements, special shoes).
It is strictly forbidden to open the covers of the hatches of chambers and wells on underground structures and to descend into them without permission and registration of the relevant documents. To lift the hatch of the well, use shellers with a special tip and hook. The tip and hook should be made of non-ferrous metal to prevent sparks. Do not open the lid with your hands. After opening the hatch, the air must be examined for the presence of dangerous gases before being lowered into the underground structures. If they exist, the descent of workers into underground structures is prohibited. Descent into wells shall be carried out with the use of safety equipment, if necessary, use hose masks.
3.4. Requirements for personnel performing pipeline cleaning works:
Staff must have the necessary professional knowledge.
Operators of channel washing and sludge machines shall provide documents confirming the qualification and right of operation of the specified equipment.
4. Timing of work

5. Requirements to the Contractor
5.1 The Contractor must have the necessary production and human resources to perform the work, be a member of the self-regulatory organization (SRO).
5.2 To clarify the terms and conditions of performance of works, familiarization with the object, the arrival of representatives of the Contractor to the Customer is mandatory.
5.3 The Contractor in his commercial offer shall indicate the order of payment for works and other conditions.
5.4 Certification of the head, engineering and performers on industrial safety and labor protection at the GCO according to Appendix №1.
5.5 Provision of H&P measures, safe methods of work at the site.
5.6 Prior to the issuance of the Work Permit, the Contractor shall provide the Customer with the following documents: copies of documents confirming the presence in the contractor organization of labor protection service and/or occupational safety specialist (order on appointment to a position in the contractor organization, certificate specialist of labor protection) or the existence of an agreement with an accredited organization in the field of labor protection services.
5.7 Guarantee for at least 12 months.
5.8 Workers engaged in work shall be trained in accordance with the nature of the work performed, marked in the special certificate of completion of training and handover $ exams in the attestation commissions.
6. Safety of work
When performing works, the contractor shall comply with the requirements of the following rules:
- rules on labor protection during operation of electrical installations;
- rules of technical operation of electrical installations of consumers;
- safety rules of hazardous production facilities where lifting facilities are used;
- rules for the installation of electrical installations;
- fire safety regulations;
- rules on labor protection when working at the height of the POT RM-012-200;
- environmental, sanitary-hygienic and other regulations in force on the territory of the Russian Federation and to ensure safe working conditions for the life and health of people.
In order to perform the work, the contractor must undergo an introductory instruction. All works performed on the territory of JSC "EPM-NEZ" shall be carried out in accordance with the provisions "On the application of permits in the production of high-risk works at JSC "EPM-NEZ".
Appendix #1
The list of documents submitted to the management of occupational safety and security for the registration of work permits by contractors:
1. Copy of the Certificate (SRO) for the right to perform this type of work.
2. A copy of the instruction on labor protection from the briefing journal.
3. ERP, RDP or RTI (if required) .$
4. Copy of the report of certification of workers on labor protection.
5. Copies of certificates of certification of labor protection and general requirements of industrial safety. When performing works on gas, on vessels working under pressure, using PS, in electrical installations, carrying out fire works - copies of certificates for each type of work.
6. Medical admission of staff.
7. Copies of certificates of gas-electric welders, slingers, drivers of cranes, lifts (towers). For gas-electric welders - copies of certification protocols on fire and technical minimum.
8. The Contractor shall provide the following documents to the Customer prior to the issuance of the Work Permit: copies of documents confirming the presence in the contractor organization of labor protection service and/or occupational safety specialist (order on appointment to a position in the contractor organization, certificate specialist of labor protection) or the existence of an agreement with an accredited organization in the field of labor protection services. All employees of the contractor, including supervisors, are required to undergo induction training in the OTPB and the Civil Service (to have a document certifying identity and age) When performing the work, all employees must have certified clothing, footwear and other personal protective equipment necessary to perform this type of work.
9. In case of discrepancies of information in the submitted documents to the requirements of regulatory and legal acts, the Customer has the right to initiate audit by the Health and Safety Service in matters of Occupational Safety and Health and Safety. Industrial safety in the Contractor's organization.
Note: In case of expiry of any document, the permit shall not be issued until the new document is submitted.
