Payment terms:
1. Payment of the "Monthly rate" operating mode:
Payment of 1 (one) month of using the car with the crew. Payments for the services rendered are accepted acts of work performed, confirmed by a report from BSMTS (On-board vehicle monitoring system) and the corresponding marks in the waybill of the authorized representative of the Customer.
In the event of early termination of work or the provision of services, part of the monthly rate is paid in proportion to the worked shifts per month and hours per shift.
2. Operating mode "One-time Application".
Payments for the services rendered are accepted acts of the work performed, confirmed by the report from BSMTS and the corresponding notes of the authorized representative of the Customer in the waybill on the time of arrival and departure of the vehicle to / from the facility / a work. Payment is made at a fixed rate for the route, the payment includes travel time, time of loading and unloading vehicles.
3. Work mode: "Change". Payments for the services rendered are accepted acts of the work performed, confirmed by the report from BSMTS and the corresponding notes of the authorized representative of the Customer in the waybill on the time of arrival and departure of the vehicle to / from the facility / a work, but not less than the minimum work shift - 11 hours, according to the current tariff for vehicle.
4. General conditions for all operating modes
Payment for the rendered Services is carried out within 90 (ninety) calendar days, but not less than 60 (sixty) calendar days from the date of signing by the Parties of the act of the rendered Services and on the basis of the original invoice of the Contractor.
The costs incurred by the Contractor for the repair, maintenance and maintenance of the transport, provision of fuel and lubricants, insurance costs, expenses for the maintenance of the Contractor’s employees, including travel expenses, per diem and other expenses related to the provision of transport services, shall not be paid. During the execution of the Task, the Customer does not provide the Contractor's staff with food, a place of rest and overnight. Creation of conditions for comfortable fulfillment of the assignment of the Contractor’s own personnel is carried out by forces and at the expense of the Contractor.
Travel on toll road sections (except for the expenses charged by the Plato system), ferries and ferries, transportation of oversized cargo (clearance costs) are compensated by the Customer on the basis of supporting financial documents.
When providing transport services of the Vehicle and with the crew, the Customer does not pay for accommodation. The contractor carries out the delivery / removal of personnel to / from the field on his own and at his own expense.
Delivery terms:
General requirements for the contractor for the provision of transport services:
Vehicles (TS) must be executed in the ownership of the Contractor. It is allowed to attract third parties (subcontracting) by prior written agreement with the Customer.
It is mandatory that there is a substitute transport and drivers (in case of an emergency), with valid passes for travel to the customer’s facilities of Messoyakhaneftegas JSC.
The Contractor begins the provision of Transport Services from the moment of obtaining a pass to the vehicle and a driver to the customer facilities of JSC Messoyahaneftegaz of the company LLC Weatherford.
In the case of the provision of urgent or additional Services for the Transport Application, the Contractor must provide the required number of pieces of equipment. During the execution of the contract, it is possible to increase the production program and the Contractor should be ready to provide equipment in an amount exceeding the minimum vehicle availability specified in the Terms of Reference.
The Contractor provides the crew (staff) to perform the Services specified in the Transport Application. Personnel must have the necessary tolerances when entering the line. Personnel should be provided with the necessary minimum set of PPE, including:
• safety shoes with shockproof toe cap;
• helmet;
• protective glasses;
• overalls;
• work gloves;
• other PPE required by the security policy at the Customer’s facilities.
All Contractor personnel involved in the provision of the Services should be trained in all processes and types of work, have the appropriate qualifications, have experience, skills and ability to perform work in accordance with industry practice, have all the necessary certificates and certificates. Drivers must have compulsory courses on safe driving in specialized accredited training centers, agreed by the customer service.
The vehicle (TS) must be in technically sound condition, fully equipped with serviceable equipment, accessories, tools, a bill of lading or a retractable ladder, in accordance with the requirements of applicable law, the Agreement and the Transport Application. Filled with fuels and lubricants in the amount that ensures the performance of the Services on the Transport Application. The vehicle must be equipped with a working On-Board Vehicle Monitoring System (BSMTS), with the provision of remote access to the BSMTS to the Customer online.
To work in the fields of Messoyakhaneftegas JSC, the car must meet the requirements of the customer of Messoyahaneftegas JSC. It is obligatory to have a double-sided video recorder with color recording, a reverse signal, seat belts, a functioning BSMTS system with access to it for the Customer and the Gene. Customer, serviceable slings and load gripping mechanisms for loading and unloading.
The age limit of operating equipment: cars - less than 5 years and mileage not more than 200,000 km, freight transport, lifting and special equipment - less than 10 years.
Clearance: according to the requirements of the Customer JSC Messoyakhaneftegaz.
The vehicle and crew must comply with all safety requirements of the General Customer.
Mandatory availability of the counterparty (Contractor):
- documents and permits, according to the requirements of the legislation of the Russian Federation and corporate standards in the field of labor protection and industrial safety, labor protection and OS, road safety, Technical Standard "Transport Safety", Technical Standard "Personal Protective Equipment";
- the presence of certified dispatchers or agreements with organizations for these types of services;
- honey. employees for the inspection of drivers or contracts with organizations for these types of services;
- controllers of those. condition of cars (mechanics for the release of vehicles per line) or contracts with organizations for these types of services;
- the presence of a repair base or contract for the repair and maintenance of equipment;
- availability of own gas station or contracts for fueling vehicles;
- the availability of documentation for training alarms for the actual development of actions in emergency situations;
- all responsibility for the safe conduct of work, the investigation of incidents, in the event of their occurrence, rests with the Contractor;
The Contractor undertakes:
- comply with the terms of the Agreement and its annexes;
- maintain fixed tariffs for the services provided throughout the term of the contract. In the event of a change in fuel prices more than 15% of the price at the time of the conclusion of the contract, the parties make a mutual decision on the possibility of tariff adjustment;
- provide pre-trip, post-trip medical control of personnel.
- provide technical control of those. vehicle condition;
- maintain at the same time the minimum number of operational units of equipment with valid passes, both for drivers and vehicles for substitution;
- draw up travel agreements on ferries, ferries, toll roads on their own;
- to fulfill other requirements on the part of the Customer regarding the subject of the provision of services when they arise;
- ensure the passage of transport audit at the request of the Customer.
