Payment terms:
Payment of rendered Services shall be carried out within 90 (ninety) calendar days, but not less than 60 (sixty) calendar days from the date of signing of the act of services rendered by the Parties and on the basis of the original account- Executor invoices. Without marks on the arrival/departure track and a scan copy of the BSMTS track, documents (the act of performed works, etc.) are not accepted for payment.
Payment is not subject to the costs incurred by the Contractor related to repair, maintenance and maintenance of a serviceable state of transport, provision of fuel transport, insurance costs, expenses for the maintenance of the Contractor's employees, including travel expenses, daily subsistence allowance and other expenses related to the provision of transport services.$ During the execution of the Assignment, the Customer does not provide the Contractor's staff with meals, a place of rest and overnight accommodation. Specifics of transport work include the execution of tasks exclusively on request.
In normal mode, the Contractor provides the Services solely on the basis of the Customer's Transport Applications, transmitted to the Contractor by e-mail, with confirmation of acceptance of the Application by the Contractor e-mail and/or telephone address to the Customer's contact person. The route of the trip is determined by the Customer and specified in the Application. The change of the route is made only when agreed with the Customer, followed by a mark in the waysheet. The vehicle (vehicle) is provided within 24 hours after the application is submitted.
In case of need to provide urgent or additional Services arising as a result of an emergency incident, an accident at the Customer or other unforeseen circumstances, the Customer presents To the executor the application marked "URGENT", the beginning of the execution of which, in the presence of free vehicles and human resources at the Contractor, is required within the terms specified by the Customer.
At the request of the Customer, for the fulfillment of the Transport request marked "URGENT", the car must be provided within the shortest, minimum possible time, but not more than 4 hours plus time, required for travel to the place of work based on the average technical speed of 40 km/h.
In case of failure of equipment during transportation of goods and equipment, inform the Customer and immediately take measures to replace the emergency equipment in the shortest, minimum possible time, but not more than 4 hours plus the time required to travel to the site, based on the average technical speed of 40 km/h.
When transporting goods and equipment to the Customer, it is necessary to make a mark about the time of arrival and departure of the vehicle on/s object/a production of works, when transporting the goods the driver must receive issued by TN (transport consignment note).
If you pay hourly work, the countdown starts from the moment of arrival at the BPO or the starting point of the job.
General requirements for vehicle and crew.
The Contractor shall provide crew (personnel) to perform the Services specified in the Transport Application. Staff must have the necessary tolerances when entering the line. Personnel shall be provided with the necessary minimum set of PPE, including:
• Protective shoes with shock-proof footwear;
• Casca;
• Goggles;
• Work clothes; signal vest
• Work gloves.
• Other PPE required by the safety policy at the Customer's facilities, including PPE required to prevent the spread of the COVID virus 19.$
Vehicles (vehicles) must be issued in the ownership of the Contractor. It is allowed to attract third parties (subcontracting) in the amount of not more than 50% of the total number of vehicles.
It is necessary to have swing transport and drivers (in case of an emergency), with valid passes for travel to the objects of the main Customers.
The beginning of the delivery of transport services by the Contractor comes from the moment of receipt of the application with the availability of pre-issued passes to the CU and driver to the objects of the main Customer of the company "Weserford " (Exxon Neftegaz Limited, Sakhalin Energy, PN-Drilling, Gazprom Fleet LLC).
During the execution of the contract, it is possible to increase the production program and the Contractor must be ready to provide equipment, in the quantity exceeding the minimum availability of the CU specified in Technical Assignment.
All staff of the Contractor engaged to provide the Services shall be trained in all processes and types of Works, have appropriate qualifications, experience, skills and ability to perform the Works in in accordance with industry practice, have all the necessary certificates and certificates. Drivers must be required to take safe driving courses in specialized accredited training centres agreed by Customer Service.
The vehicle (vehicle) shall be in a technically sound condition, fully equipped with serviceable equipment, accessories, tools, consignment or retractable ladder, in in accordance with the requirements of applicable legislation, the Contract and the Transport Application. Filled fuel in the volume providing the performance of the Services on the Transport Application. The vehicle shall be equipped with a serviceable On-board Vehicle Monitoring System (BSMTS), providing the Customer with remote access online to the BSMTS. Also, the vehicle must be equipped with a DVR (in some cases two-way, with the possibility of recording video inside the interior and corresponding to the applicable requirements of the customer for technical characteristics (memory, resolution, etc.), a reverse sound signal, a sparker and everything necessary, which is included in the main list of requirements of the Customer, for travel to its production objects.
The age limit for the operating equipment is 10 years.
Additional requirements for the vehicle and crew can be applied at various objects of the Customer's work, in accordance with the safety requirements of the General Customer.
Mandatory presence of a counterparty (Contractor):
- documents and permits, in accordance with the requirements of the legislation of the Russian Federation and corporate standards in the field of labor safety and industrial safety, labor protection and OS, road safety, $ Technical Standard "Transport safety", Technical Standard "Personal protective equipment";
- availability of certified dispatchers or contracts with organizations for these types of services;
- medical workers for examination of drivers or contracts with organizations for these types of services;
- controllers of the technical condition of cars (mechanics on the release of transport on the line) or contracts with organizations for the specified types of services;
- availability of repair base or contract for repair and maintenance of equipment;
- Availability of documentation on conducting training alarms for real working off actions in emergency situations;
- all responsibility for the safe conduct of works, investigation of accidents, in case of their occurrence, is vested in the Contractor.
The executor undertakes to:
- comply with the terms of the Treaty and its annexes;
- maintain fixed rates for the services provided throughout the term of the contract.
- Provide pre-flight, post-flight medical control of personnel;
- provide technical control of the technical condition of cars;
- Maintain a one-time minimum number of serviceable units of equipment with valid passes, both for drivers and for transport for swappings;
- comply with other requirements on the part of the Customer concerning the subject of the provision of services upon their occurrence;
- ensure the passage of the transport audit at the request of the Customer.
