This procedure for requesting proposals is not a tender and its conduct is not governed by Articles 447-449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not regulated by Articles 1057-1065 of the second part of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not governed by the provisions of the Federal Law of July 18, 2011 No. 223-FZ "On the procurement of goods, works, services by certain types of legal entities", and the provisions of the Federal Law of April 5, 2013 as of April 5, 2013. Applicants who have submitted a proposal not on time and / or in violation of the procedures of the tender organizing company and / or estimates that do not meet the chosen criteria can be excluded from the tender procedure. When bidding through an electronic trading platform, offers are not accepted by other means.
