Comments:
1. This request for a commercial proposal is sent in accordance with the Tender Regulations of the Tender Organizer within the framework of the procedure of request for commercial offers, which (as well as the tender) is not an offer, auction or tender and its conduct is not regulated by Art. 447-449 of the Civil Code of the Russian Federation, and is not a public tender and is not regulated by Art. 1057-1065 of the Civil Code of the Russian Federation.
2. The bid shall fully comply with the requirements/criteria set out in the Purchase Specification.
3. Without submission of all documents specified in the Request (or in case of their inadmissibility), the organization will not be allowed to tender.
4. Algorithm of actions in case of reasonable doubts in the fairness of the tender:
