The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The Organizer has set a requirement as to the supplier's not being recorded in the register of mala fide suppliers. Supplier's compliance with this requirement shall be checked by the Organizer on their own.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

1.6. Срок и условия оплаты оказания услуг:
1.6.1. Заказчик ежемесячно, не позднее 15 –ого (пятнадцатого) числа каждого месяца перечисляет на расчетный счет Исполнителя авансовый платеж в размере 1 600 000,00 рублей.
1.6.2. Ежемесячно, до 5 (пятого) числа месяца, следующего за отчетным, Исполнитель предоставляет Заказчику Акт сверки взаимных расчетов по оказанным услугам в прошедшем месяце. При этом если сумма Акта сверки составляет сумму меньшую, чем размер аванса, то разница поступает в зачет авансового платежа, производимого в месяц, следующий за отчетным. В случае если сумма оказанных услуг по Акту сверки больше, чем размер аванса, то недостающая сумма перечисляется Заказчиком Исполнителю на основании подписанного Акта сверки в течение 10 (десяти) банковских дней после его подписания
