This request for quotations procedure is not a tender, and its implementation is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. This RFQ procedure is not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation. Thus, this procedure of request for proposals does not impose on the organizer obligations stipulated by the civil legislation of the Russian Federation and specified in this paragraph.
Please note that the application of the participant in accordance with art. 435 and art. 436 The Civil Code of the Russian Federation is an offer which cannot be withdrawn during the whole period of service provision specified in the documentation and offer with the application of the participant. The participant's application binds his obligations to render the services specified in the application, if the participant receives confirmation from the organizer on acceptance of the participant's application in the manner provided by the documentation.
