The legal status of the procedure and documents, the procedure for the request for proposals, as well as instructions for preparing offers are indicated in the procurement documentation.
This request for proposals procedure is not a tender, and its implementation is not regulated by Articles 447 - 449 of Part 1 of the Civil Code of the Russian Federation. This request for proposals procedure is also not a public tender and is not governed by Articles 1057 - 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose on the Organizer the corresponding volume of civil and legal obligations.

For counterparties who pre-registered in the System, but did not receive an EDS and did not pay for participation in the System, it is possible to upload proposals by the organizer of the request for proposals on behalf of the counterparty. For this, three documents are required:
- Offer (commercial proposal) certified by the signature of an authorized person and the seal of the organization;
- A document establishing the right to take actions on behalf of the counterparty (for example, a power of attorney);
- A letter refusing further claims on the occasion that the offer is not submitted at the auction by the Participant himself (in free form on the company's letterhead with the signature of an authorized person).
The email address for the above documents is zakupki@vcsp.ru. Acceptance of proposals to the e-mail address ends up to 6 hours before the end of the procedure, uploading proposals for trading is possible up to 4 hours before the end.
Place of the procedure: This procedure is carried out in electronic form on the e-marketplace of the B2B-Center group (www.b2b-center.ru). Participants' proposals are submitted in the form of an electronic document signed with an electronic digital signature.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
