1. The lowest cost of service delivery.
2. Technical and qualitative conformity provided by vehicle (rolling stock).
3. Providing a full package of documents necessary for the performance of the carriage.
4. The provision of means of transport (rolling stock) in a strictly AGREED period of time.
5. Controlling the disposition of the vehicle (rolling stock) and the first customer's requirement to provide written notification of his whereabouts.
6. Priority to candidates with 100% software application volume, subject to minor differences in the proposed cost compared to candidates with sporadic or incomplete proposals.

Penalties are applied:
1. For violation of an agreed timetable for filing the vehicle (rolling stock).
2. For the failure, as well as incomplete or incorrect provision of a package of documents, necessary for the performance of the carriage.

Participants who have previously violated treaty obligations, as well as parties that do not provide the above requirements, selecting the winner shall not be taken into account.
