Ranking of bids

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

1. This competitive procedure for the selection of the Supplier is a request for commercial proposals, it is not an offer, auction or tender and its conduct is not governed by Art. 447-449 h. 1 and 1057-1061 h. 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate volume of civil and legal obligations and reserves the right to refuse all received Proposals for any reason or to terminate the selection procedure at any time without explaining the reasons, without incurring any liability to the Participants.
2. The proposal must be uploaded, after which the documentation will be checked.
3. The participant must submit an offer indicating the commercial conditions (price of tons / km for each distance without VAT, payment procedure, conditions for the vehicle's downtime at unloading), a full package of documents (see constituent documents for a legal entity).
4. Incomplete commercial proposals will not be accepted for tender.
5. Organization / documentation that does not meet the requirements and forms specified in the notification, the Organizer has the right to reject without giving reasons and recognize this documentation, and, accordingly, the Applicant, as not complying with the requirements of this competitive procedure.
6. The winner of the tender is approved by the chairman of the tender committee, based on the results of all cumulative factors (price, agreement with the terms of payment, presence / absence of advance payment, accreditation in the security service)
