Comments:

3. Criteria for choosing the best offer: availability of necessary documents for conducting this activity, quality, terms of work, cost, terms of payment, work experience.
4. This request for proposals procedure is not a tender and its conduct is not governed by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation; five. This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
